A little bit a of a "fail" in my opinion as well. Designs like this it is easy to see a lot of attention to detail above-the-fold and then see it fall a apart -- not much thought for the dynamic nature of the content/site. It kinda feels like the designer thought "fuck it" and just went along with whatever the directors said even though he probably knew better.
